The issue seems to be related to account access to the resource that you are trying to download. I can see that you have a valid license, so you should be able to install the product without any issues.
To try and resolve this I would suggest logging out of your account and then logging back in. There are 2 scenarios:
1. If you have selected Remember Me in the Progress Control Panel you have to log out of the application and from Your Telerik Account.
2. If you have not selected Remember Me logging out of the Progress Control Panel should be enough.
Please try that out and let us know if the issue still persists.
I have logout Progress Control Panel and my Telerik Account too. I have clear my browser caches as well.
Then I try to install again, unfortunately still failed to install as below.

We are still working on locating the exact issue on our side. Could you please share with us some more details by generating a log from your web requests and sending it over to investigate? Telerik FiddlerCap is a very convenient tool for this purpose. Here is how to use it:
1.Download and install Telerik FiddlerCap. 2. Launch Telerik FiddlerCap. 3. Make sure Decrypt HTTPS traffic is selected and Store binaries is not selected 4. Click on Start Capture. 5. Try to update the Progress Control Panel, so as to reproduce the issue 6. Click on Stop Capture. 7. Save the session and send over the log file (the SAZ file) to investigate it
Meanwhile, you could download the latest version of Telerik Reporting from your downloads page.
Could you please try to perform my suggestion and let us know in case the issue still persists?
I have tried your suggestion by install the FiddlerCap. However, I cannot save the capture session as below.
If I untick the Decrypt HTTPS traffic, I'm able to save the capture session.
Please advise.

There are no sessions logged therefore the Save button is disabled. The capture has to be started before you open the Progress Control Panel so we can review the sessions.
So please, start capturing, then launch the application and perform all actions until the error appears again.
