Currently, RadWebCam has a known issue regarding connecting a camera device. Here is the feedback item for your reference:
As a temporary solution we released the Latest internal build 2022.2.606 with which the RadWebCam control can be connected to a specific device. I have prepared a sample project for your reference. Please give the sample project a try and see how it would work on your end. You ca download the LIB version directly from your Telerik account:
