In case this is not what is causing the unwanted behavior, can you modify the sent sample so that the issue reproduces, this will help us in figuring out a solution.

Sorry, I am not saying there is problem with our themes. I mean the High Contrast Themes system provided.
And I just realize that I can use custom render to add something like border to achieve that. So, this maybe not an issue to consider.
But do we have any plan to make it a built-in functionality?

At this point adding this as an in-built feature for the Windows high-contrast themes scenario is not considered, however, I will reach out to the team to see if we can include an inbuilt solution in the future, in the meantime, using a custom render to add a border is a valid approach.
