Fails to pass Accessibility Insights for Web's Tab Stops automated test
DropDownList cannot be selected to option by keyboard
SplitButton can't open list via keyboard
MultiSelect cannot select or delete options via keyboard

Thank you for reaching out to us.

The SplitButton popup can be opened with the keyboard with Alt+Down Arrow combination. You can refer to the following help article for detailed information about the keyboard navigation:

For the DropDownList and the MultiSelect, both of them can select items with the keyboard (and the MultiSelect can select the tags and delete them with the Delete key):

Additionally, all components can be focused by tabbing, so I am not sure why the tool that you are using is giving the errors in question that the elements are not reachable. You can test in the above examples that the components will be focused on tab and you can operated them with the keyboard afterwards.
